What's with the dramatic reduction in petitions filed in the last four years?

Less cases tried? A quick look and subject to confirmation.

Thenew CAAF report seems to indicate 369 petitions for review?

The DoD Report for FY 2019 indicates about 1491 trials with about 1226 "referred for review" at a CCA.

The military report for 1991, the year I reported to Code 45 (a year in which we reviewed a little over 3000 cases), indicates about 8044 trials of which 1813 resulted in petitions to CAAF.

Fewer errors by the lower courts.

Yes, Rob, that could also be a partial reason.
